Guidelines for training, studying and research activities for staffs, student, foreign invitees and foreign participants in the unusual situation due to COVID-19 Outbreaks.

1. University will neither permit nor approve the travel of staffs or student to conduct activities regarding the training, studying or research abroad, and will neither permit nor approve the invitation of personnel or students from abroad to participate in any training, studying or research activities relating to universities in Thailand, since 1 September 2020 to 30 November 2020, except when there are changes in further announcements from the university.


2. In the case that staffs or students wish to travel for conducting activity regarding the study or research abroad, the university will consider approve or permit according to following criteria:

  • In the case that the travel is beyond the timeline set in item 1.
  • Length of stay abroad is 1 year or more.
  • Must be approved by the Dean or Divisional Head.

In the case that length of stay abroad is less than 1 year, this travel must be absolutely necessary and there are no other option than immediate travel abroad in order to study, training, educate or research, and must be approved by Chulalongkorn University’s COVID 19 Emergency Situation Board.


3. Those who wish to travel in accordance with item 2 must submit request along with study, training plan or working plan, COVID-19 Infection prevention plan, handling plan in the case of COVID-19 infection, including financial plans for payments and medical treatment fees while staying abroad. The aforementioned plans must be submitted to Dean, Divisional Head or Vice President for approval or permission.


4. After being approved or permitted in accordance with item 3. Those who were approved or permitted to travel abroad have duty to act strictly in accordance with Government and Chulalongkorn University’s regulations, announcements and provisions.


5. When those who were approved or permitted to travel abroad had contracted with COVID-19 while studying, training or working abroad. They must inform the Dean or the university as soon as possible. This is for the university to facilitate help or coordinate with related personnel or agency for arrange proper aid.


6. In the case of invitation or receiving personnel or student from abroad for studying, training, participate in educational activity or research. The University will consider approving or permitting according to following:

  • In the case that the arrival schedule to Thailand is beyond the timeline set in item 1.
  • Length of stay in Thailand is 1 year or more.
  • Must be approved by the Dean or Divisional Head.

In the case that length of stay in Thailand is less than 1 year, the travel must be absolutely necessary and there are no other option than immediate travel to Thailand in order to study, training, educate or research, and must be approved by Chulalongkorn University’s COVID 19 Emergency Situation Board.


7. Inviter or Recipient in accordance with item 6 must submit request along with study, training plan or working plan, COVID-19 Infection prevention plan, handling plan in the case of COVID-19 infection, including financial plans for payments and medical treatment fees while staying in Thailand. The aforementioned plans must be submitted to Dean, Divisional Head or Vice President for approval or permission.


8. After being approved or permitted in accordance with item 7. Invitees or those who came from abroad act strictly in accordance with Government and Chulalongkorn University’s regulations, announcements and provisions.


9. Those who were approved or permitted to travel abroad, or Invitees or those who came from abroad in this announcement, cannot reimburse any payments other than stated in the university’s announcement


This will be in effect from now on, or until further announcement.
